Development[]

In November 2017, Ronnen Harary confirmed that Spin Master was "currently considering whether to extend the PAW Patrol franchise into feature films at some point in the next 12 to 24 months." Animation tests were conducted in 2017 to measure how the characters "would translate onto the big screen" and the company developed a film script. WindowsMyers2018 said that the themes of All Paws on Deck: The Movie were brought about by Marvel Studios' Avengers: Endgame (2019), the outline of Zack Snyder's cancelled Justice League sequels, and the comic book crossovers Crisis on Infinite Earths and Secret Wars.

In July 2024, it was reported that the film would include several characters from Spin Master's past brands—Rusty Rivets, Abby Hatcher, and Mighty Express—and that it was expected to take a similar approach to the Marvel Studios films Spider-Man: No Way Home and Deadpool & Wolverine, which featured multiple characters from past Spider-Man and Fox-produced Marvel films coming together. Shortly after, the Russo brothers were revealed to direct the film.
