The Legion of Foggy Bottom is an organization of the PAW Patrol's foes, led by the Duke of Flappington.

History

Cal Brunker's PAW Patrol: The Movie

Prior to his election as mayor of Adventure City, Mayor Humdinger formed the Legion of Foggy Bottom to get rid of the PAW Patrol by any means necessary. They rush straight into a traffic jam set up by The Cheetah and Harold Humdinger, but Liberty arrives and guides them to the City Hall. Later, at Barkingburg, the Duke of Flappington reveals to the Princess of Barkingburg and Sweetie that he ordered Mayor Humdinger to steal the Gem of Barkingburg to overheat a Cloud Catcher. The next day, the pups rescue trapped train passengers after Claw and the Eagle Jet—who is the Duke of Flappington in disguise and escaped at Humdinger's timing—destroy part of the subway line with Claw's pet dragon, Sparks, and an egg bomb.

Duke of Flappington

The Duke of Flappington is a greedy royal duke who wants to be a king and steals a magic staff to make things fly. He once flew a giant eagle ship to become king of the skies. He is the leader of the legion.

Mayor Humdinger

Mayor Humdinger is the mayor of Foggy Bottom. He is the arch-nemesis of the PAW Patrol, the leader and boss of the Kitten Catastrophe Crew, and the arch-rival of Mayor Goodway. He is the founder and leader, later second-in-command of the legion.

Harold Humdinger

Harold Humdinger is a nephew of Mayor Humdinger.

The Cheetah

The Cheetah is the cousin of Mayor Humdinger, sharing his extensive usage of cheats during competition.

Victoria Vance

Victoria Vance is a meteor-obsessed mad scientist.

Ladybird

Ladybird is a villainous that steals shiny items to her Reflection Collection.

Sid Swashbuckle the Pirate

Sid Swashbuckle is a greedy male pirate who sees his complex to have nothing stop him.

Codi Gizmody is a hi-tech kid inventor.

Meow-Meow

Meow-Meow is the robotic cat equivalent of Robo-Dog.

Cat Marshall

Cat Marshall is a member of Mayor Humdinger's Kitten Catastrophe Crew, meant to be an imitation of Marshall of the PAW Patrol.

Cat Chase

Cat Chase is a member of Mayor Humdinger's Kitten Catastrophe Crew, meant to be an imitation of Chase of the PAW Patrol.

Cat Skye

Cat Skye is a member of Mayor Humdinger's Kitten Catastrophe Crew, meant to be an imitation of Skye of the PAW Patrol.

Cat Zuma

Cat Zuma is a member of Mayor Humdinger's Kitten Catastrophe Crew, meant to be an imitation of Zuma of the PAW Patrol.

Cat Rubble

Sweetie is a female dog who is the pet of the Princess of Barkingburg, and once tried to take over Barkingburg. During Cal Brunker's PAW Patrol: The Movie, Mayor Humdinger and the Duke of Flappington betray Sweetie, leading her to switch allegiance and help the PAW Patrol stop the Cloud Catcher.

Claw

Claw is a male Doberman dog who descended upon Barkingburg. In The Ultimate Movie, Mayor Humdinger betrays Claw due to his hatred towards dogs, leading Claw to form an unlikely alliance with the PAW Patrol to finally defeat Humdinger

Gasket

Gasket is a female Siberian Husky and one of three members (and also the leader) of the Ruff-Ruff Pack. In The Ultimate Movie, Mayor Humdinger betrays Gasket due to his hatred towards dogs, leading Gasket to form an unlikely alliance with the PAW Patrol to finally defeat Humdinger in the Battle of Adventure City.

Hubcap

Hubcap is a male French Bulldog and one of the three members of the Ruff-Ruff-Pack. In The Ultimate Movie, Mayor Humdinger betrays Hubcap due to his hatred towards dogs, leading Hubcap to form an unlikely alliance with the PAW Patrol to finally defeat Humdinger in the final battle.

Dwayne

Dwayne is a male Bloodhound and one of the three members of the Ruff-Ruff-Pack. In The Ultimate Movie, Mayor Humdinger betrays Dwayne due to his hatred towards dogs, leading Dwayne to form an unlikely alliance with the PAW Patrol to finally defeat Humdinger in the final battle.

Moby

Moby is a Portuguese water dog who initially disliked the Mer-Pups. In The Ultimate Movie, Mayor Humdinger betrays Moby due to his hatred towards dogs, leading Moby to form an unlikely alliance with the PAW Patrol to finally defeat Humdinger in the final battle.

Arrby

Arrby is a male Dachshund who is Sid Swashbuckle the Pirate's pet dog. In The Ultimate Movie, Mayor Humdinger betrays Arrby due to his hatred towards dogs, leading Arrby to became the Loyal Crewmate of the PAW Patrol and help them finally defeat Humdinger in the final battle.

The Copycat

The Copycat, otherwise known as Mr. Nibbles, is Hailey Daily's pet cat. In The Ultimate Movie, the Copycat forms an unlikely alliance with the PAW Patrol to finally defeat Humdinger in the final battle.

Sparks

Sparks is Claw's pet dragon. In The Ultimate Movie, Sparks forms an unlikely alliance with the PAW Patrol to finally defeat Humdinger in the final battle.

Butch is one of Mayor Humdinger's bodyguards.
